im setting up my our server environment on my home PC, can some one tell me how i can get it to work in exactly the same way as powweb?

some specfic things are: SSI, and cgi to run not just in cgi-bin

I cant help on SSI, but you can install CGI Wrap to get the CGI to operate the way it does here. The explanation of how it does what it does is kind of complicated, but you can go right to the site and get the scoop, the installation info, etc.
