I cannot find this file in Public_html.

How can I fix this problem?

Make sure you uploaded the file in ASCII mode. How? It depends on which ftp program you use, but try to find your settings or options, and if you can change your Transfer Type, make sure it's set at ASCII, not Binary. Let us know if that works...

Are you a powweb customer? You don't have public_html folder unless you created one. The equivalent here at powweb is htdocs.
path would be.
/www/h/horace-f/htdocs/.htaccess
