how to DELETE (not deactivate) ...ANYTHING?

How do you delete webusers? I don't even see a way to deactivate them. Just log in as them. If anybody knows how to do this please reply, thanx.

If by "webuser" you mean someone who can sign into ops.powweb.com, there is no way to delete them. They will be there forever.
