cgi scripts to be run from anywhere, or must they be in the cgi-bin directory?

You can run them from any directory other than your cgi-bin as long as they are w/in your htdocs directory.

I am sort of "new" at all this and maybe, after reading the dozen or so books I just purchased(?) I'll understand.
But for now, just what are the "limits/use" of the cgi-bin directory?
