Was IO down around 2:45pm CST (2103 GMT)?

Around 2:45 PM CST, I could not access my site (thekev.org (http://thekev.org)) on IO, nor could several other people. It pinged alright, and I could access FTP alright. Now, about 20 minutes later, it loads fine. Was IO down or something?

There was a user that was taking up a few too much system resources on IO. This lasted less than 5 min and has long since been resolved. :)
