IRC, where to get it and how

Hi I was woundering how I can get IRC, what I will need, where I can find it if its free or if I need to pay something ...

basically I just want to add a chat to my web-site and Im not to sure how to go about this so if you guys could help me I would be very greatfull

OK now im confused ...

I dont mean to use pow web to host my irc chanel ... I know they get dns'ed to death every day that it would drain the poop out of my bandwidth what I am askign is where I can get hosted ... and how and where .... I didnt even know I could set something up to run my irc so I take it thats what a bot is ... anyways do u know of a place maybe?
