What are you using to FTP with? The symptoms sound like the you need to refresh the new file prior to FTP'ing. The clue is the same file size as the old deleted file. Just a thought

i get this a lot , it is down to caching of the web pages, the actual file on your web site will change ( if you have not stopped the ovewriting of existing files) however various proxies between you and powweb will dish up older copies of the page you have changed, it takes some time for these proxies to clear their caches

Have you tried hitting ctrl + r to refresh your local cache?

When you make changes, then go to the page and hit ctrl r and it will reload the version on the internet.
