Limiting the number of users for video download

I have this 150MB video file that I want a large group of people to see. However, I can only let about 15 people download it per day since I will exceed my daily bandwidth limits. Is there any way to setup a web page or PHP page that has a counter built in, so that after the 15th visit, it shuts down for 24 hours ??
