In order to convert your Audio TAPE into a CD, you require a hardware unit to connect to your PC. There are many companies that offer to convert your TAPE and VHS into a CD.
To learn about How to Convert Vinyl LP's and/or Cassettes Tapes to CD see this site (http://pages.prodigy.net/jdjd/vinyl/)
Follow this link to view Search Results (http://www.google.ca/search?q=convert+audio+tape+to+cd&ie=UTF-8&oe=UTF-8&hl=en&meta=) for companies that does the TAPE to CD service.
Once you get that done, you can use your regular PC and read the data off the CD and use a program to convert all these CD audio file into Wave files. There are many programs that allow you to do that from CD rippers, to CD copying software.
You can search under download.com (http://www.download.com) - for any CD Ripper or see Rippers (http://www.koutayba.com/Multimedia/rippers.htm)
