Does anyone know if we are allowed to create a custom 404 page for our sites so that we can direct a bad external link more properly? TIA
Yes.. simply create your 404 erro, 403 error, etc..and name it as an html, htm or shtml file .. upload to you htdocs directory.
example: 404error.html

There is a section on http://help.powweb.com about Custom Errors (http://help.powweb.com/tutorials/htaccess/customerrors.php)

Thanks Jeff ... I neglected to mention that you handle the link in the .htaccess file...
I have the 404 and 403 handled there...

I'm planning on doing some custome error pages (once/if Space comes back up) - but I found a cool site that has some other people error pages at: http://www.plinko.net/404/area404.asp
So far, I like this one the best: http://www.mutability.com/404
