Ok, I've tried to figure this out before, but couldn't get it. Nearly a year has passed... and I'm ready for another run at it. :p
I want to have a second user (webuser?) that can sign into admin the services on my domain. ALL of the services, with an access level equal to (or as close as possible) my own. I trust my partner 100% and always will. The two of us set up the domain together as a Christian outreach ministry.
Could someone please detail, step by step, what to do?
Or direct me to a previously-posted article to the same effect?

1. Log into OPS
2. Click on your package name under the Packages section, or click on the Packages tab and then the General Tab.
3. You should see the following text: If you would like to have different people manage your packages, you can create new webusers and then make them the owners.
OR--- from the Main page after logging into OPS, click on the Personal Tab and look for the following text: Create New Person/Webuser to administer other packages.
OR -- The following link should also take you there after logging in. Create Admin User (https://ops.powweb.com/?module=personal&command=create)
4. Whichever path you choose you will end up on a page that allows you to create another administrative user. Instructions are detailed on this page.

Ok, this is the part that confuses me, am I creating a CO-OWNER of the account, or "giving up" my ownership of the account to someone else? It SOUNDS like I'm giving up my "ownership" of the Wordforlife package to someone else, in this case Andrew, my partner. The worrisome line is this one:

When I do that, I just keep getting routed back to the webuser signin screen, where I sign in AGAIN and end up back where I was...

If you simply want to have someone else to "administer" the site, I think giving him FTP username and password would be much simpler and probably more efficient.
If you want him to have access to OPS and create email addresses , ftp users , etc. and you are concerned about sharing personal information, I suggest merely sending an email to billing@powweb.com and request to remove the credit card details on file. Billing can effectively "hide" the credit card details and "show" it again when you need to use it.
The only time I reccommend creating a new webuser is when you want to relinquish control of a "package(website)" to someone else, or if you have multiple packages.
P.S. The reason you are getting asked to enter in your username and password again is probably caused by a security setting in your browser (typically, these symtoms occur in Internet Explorer)

The person is ultimately trustworthy, as close as a member of my family, so personal information is not of any concern. The main thing that we wanted to be able to do is that BOTH of us would be able to create and administer email addresses, forwarding lists, FTP accounts and so on as needed, without the lag time of one having to email the other and request they do it. Recently, we had an urgent email problem while I was out of town for a week. PowWeb tried to help, but since he is not listed in the details anywhere, could not share any real information with him about this account. (Which is completely understandable)
So.. once again we decided to see if there was a way for BOTH of us to be able to do this.

I played with adding a new web user this AM and yes, it appears that only one person can admin the package at a time.
So... Since you trust your partner How about just giving him your OPS login and pwd?
