All of a sudden the start-up toolbar went to the right hand side of my screen. I am unable to get it back to the bottom of my screen. Help!

Hold your mouse button down on the start up area, grab it an yank it down hard.
If that doesn't work, get out the riding crop and make it behave :D
Seriously, just do as Alpha said, click and hold on any empty area of the task bar and then drag it back down to the bottom. If that doesn't work, then this may be related to your other problem and you may have some spyware/adware hidden on your system or possibly a virus/worm/trojan.
You can also drag it to the other side and to the top.....
speaking of which, this is a great way to mess with someone's mind.
First, take a screenshot of their desktop (print screen button) and paste it into paint... then save it to c:\ or something.
Next, minimize their taskbar and drag it to the top of the screen. Then take all their icons and drag em as far off the desktop as you can. If you do it right, they'll be virtually invisible. Then set the screenshot as their desktop wallpaper.
It's hilarious watching people try to open apps by double-clicking on the desktop, or wondering why their start button won't work. And a reboot doesn't fix it. :D
Something else I did was to make a DOS batch file that mimicked the text output from a format c:\ command. Just maximize the dos window and run the batch file. No real harm is done, but people invariably freak out.

It's more fun to take a screen cap of some elses desktop and use that as a desktop wallpaper after moving all the icons into another folder :D
One thing "useful" that can be done: If you have a lot of shortcut icons on your desktop, you can create a folder and put all of them into it. Then drag that folder to the left, right or top of the screen and drop it. This will create a new toolbar with all those shortcuts on it.
If you right click the new toolbar, you can change the size of the icons and also make it auto-hide. If you use the "small icons" option you can have around 25 or 30 shortcuts on that toolbar with an 800x600 screen.

My personal favorite is taking a screen cap of a desktop with an error message (preferrably one with a norton virus warning) and setting it as a person's desktop.... nothing more enjoyable than watching that annoying coworker or self proclaimed computer genius trying to figure out where the non existent virus is on their computer!
