PowWeb offers $7.77/month contracts...not $7.95.
You'll probably get a quicker response e-mailing billing@powweb.com

The best thing to do is email the Billing Dpt. with all of your information, i.e. domain name, last 4 digits of you c.c.# and your reason for your refund and they will help you out with this issue.
My guess is that the $20 is the setup fee, which is charged if you select the three-month term. It does say this on the pages describing pricing.

If you chose the quarterly billing, then there is a one time $20.00 set up charge. Your first billing would be $43.31 and all subsequent billings will be $23.31, every three months. (Not including any additional charges such as 2nd mysql or domain pointers)
As explained on the hosting page.

If you feel that there is an additional error to your account then you can contact billing@powweb.com
You can also log into OPS and click on ACCOUNTING for a listing of all charges made.

I'm looking at your accounting here, and you opened this account in June, canceled it within 30 days, received a full refund, and then re-opened it the next day. When you opened the account you were charged $43.31, when you canceled it you received a $43.31 refund, and when you re-opened it you were charged $43.31 again. There is not a $20 charge associated with your credit card in our system.
If you have a $20 charge that you believe originated with us, fax us a copy of your credit card statement ((310) 278-5401) and we'll check into it for you.
