I am trying to ftp upload the ikonboard scripts. It tells me in the instructions that I need "your path to perl, it's actually '#!/usr/bin/perl'.
I can't find that when I access my account via WSFTP ...
do I need to creat such a path? If so, where does it go? In the root or in the htdocs directory?

You do not need to create that path. It already resides on the server. You only need to make sure any and all perl scripts have the correct path to perl as the first line of the script.
All your path information can be found towards the bottom of your setup email.
