Site Down Help! Failed to open stream: Permission denied

My two sites above just suddenly give me the following message when I access to them. They have been running for long without problem, and I did not change anything.

It seems some access permission updated in the background, please check.

It was fixed after I changed the permission on the files via ftp, but I wonder why the access control for those files would be changed that causes this problem.

config.php should run at chmod 600 o.k.
