Junior Admin ?

Is it possible to set up a person in phpBB 2.0.6 with Admin capabilities, without them being able to access the Admin panel ? I want to set someone up as an assistant on my site, and I want her to have Admin capabilities, but I don't want her to have access to the Admin panel. Just wondering if that is possible.
