I am trying to reload my configure file using cuteftp and I receive an error that the access is denied. What do I need to do so that I can upload the configure file.

Have you checked the permissions - it is likely that the config file has special permissions set to prevent accidental deletion or alteration. Check the current value, change it to allow you access, upload, change it back to the original.

osCommerce effectively forces you to set the protection of the configure.php files to disallow writing - so once you do that, you have to either delete the old file or change the protection back before uploading a new file.
