My son just built his own computer and does not know why he cannot get a 16 bit color display. What has he missed? Does anyone know? When he goes into settings, all he sees is 16 colors rather than 16 bit. Help, how can he fix it?:(

Sounds like either your monitor or video card isn't supporting 16 bit, I would try re-installing the drivers for the monitor (and the video card also if it's not onboard video), assuming the monitor & video card are fairly new. Is the monitor correctly identified in the Monitor panel?
Control Panel - Display Settings - Settings - Advanced - Monitor

Difinetly the Video Card Drivers...
Go into " Device Manager", select the Video Card, and select UPDATE driver.....
If that doesn't work, you'll have to " install new hardware" from the control panel, then tell it what type of video card you're installing, install the drivers....
ReBoot......
if it doesn't pickup the new card... when it re-boots.... go back into Device manager, delete the "OLD" video card ,
REBOOT....
it should then rceognize the NEW card....
Follow the prompts... and install the video drivers for the card.... the montior... should recognize anything the video card throws at it .....
unless of course it's a really old monitor.....
