? Message board? (Again)

I've searched the archives for advice on which message board would be right for me, but still can't come to a decision. :D

Wants:
Easy for users to use and for me to admin
Free is always best, but willing to pay a little
Can require Email registration/verification
Easy install/maintain
Somewhat scalable, but that's being optimistic. Maybe a 100 initial users growing to 500 in a year??????

Me:
I can FTP
Use FrontPage
Follow (fairly) complex instructions
Don't know PHP, PERL, or any other programming lang. for that matter, well actually have messed with VB, but no real skills.

Should I pay someone to load my site and get me started?
I'm cheap enough to try it myself, but (almost) smart enough to know my limitations. :)

Which one should I choose and should I make an attempt myself?

phpBB (http://www.phpbb.com) is simple and sounds to fit your needs, either that or Invision Board (http://www.invisionboard.com) should do the trick for you =)
