POP pwd change without Ops access

If this seemingly dumb question has been answered already, my apologies, and please redirect me...

I'd like to create a new POP user account for another person. I know how to do this in Ops. Can that person, who does not have access to Ops, change their own password? If so, how? If not, why not?
