What exactly did they block??

You can try http://webftp.powweb.com , use a FTP program like WS_FTP, or use the command line ftp.

You can't even do ftp at all here... nada. Port 21 is blocked. It would have to be a web interface to uploads/download.

You can also try SiteManager by visit http://yourdomain.com/+sitemanager and logging in with your OPS username and password. Although, SiteManager is only good for updating a small number of files but it has more options should you need them.
