Need a program to replace Image Composer

I'm a middle/high school teacher who will be teaching a class on Frontpage this coming semester. We have 23 students and FrontPage 2000 for all of them, since we have Office 2000. Unfortunately, FrontPage's Image Composer doesn't come bundled with Office 2000. We can't afford to buy licenses for another graphics editor for all 23 students, unfortunately. Does anyone know of a free program we can use to replace Image Composer? Thanks in advance if you can help!

I'm not sure what all Image Composer does, but Photo Filtre (http://www.photofiltre.com/) is a pretty complete graphics program and it's free to use for non-commercial use (which I'd think the school would qualify as).

You don't say what the software has to do, but for what it's worth I still like the old Microsoft Photo Editor that used to come with Office.

GIF Animator only comes with the full, single-product version of FrontPage 2000. Installing Microsoft Image Composer from that CD also installs GIF Animator.

Office 2000 Premium includes Microsoft PhotoDraw 1.0 rather than the combination of Image Composer and GIF Animator. PhotoDraw 1.0 has better drawing features than Image Composer, but no GIF Animation features.

PhotoDraw 2.0 includes GIF Animation features, but this isn't a free upgrade.

If you still have your FrontPage 98 CD, you can install Image Composer, GIF Animator, or both from there. Neither program has been upgraded.

I guess these obvious question is... why not just use PhotoDraw that you already have for free?
