What would I need to use or how would I go about making a site to provide the services such as Xanga.com and Pleonast.com? I dont plan on having alot of people mostly just those locally. Are there any sources? Thanks. I've been doing searches all morning, but I dont know what to search for exactly.

B2evolution has community blogging and I'm pretty sure that Drupal does as well. I"ve heard rumors of an add-on for wordpress but I cannot confirm that. All of the systems I mentioned can be accessed via teh link alphadesk posted.
