I have a few sites on powweb but i need to re-design my own. I've been using semantec visual page to create it, but its outdated and doesn't easily allow me to do anything too sharp looking.
Can anyone recommend some good web page design software? i can easily create my own graphics- i'm a graphic designer, but not a programmer so i would like software that helps me with that part and won't break the bank.

Well you could look at 1st Page 2000, or Nvu. See if either of those help you out.

There are certainly more powerful and more expensive WYSIWYG web page designers but I like Serif Webplus - have been using it for years and it suits my needs (one of which is to do as little programming as possible). I have used it since version 6 and now still at version 9. Details from their website can be found here:

what about for special effects? something to make css easy or some simple javascripts or animation- should i try swish?

I downloaded this a long time ago, but didn't use it. I still hand code in Notepad, but I am a programmer.
If you have Jasc Paint Shop Pro, I think that has animation software with it. If you have Adobe Photoshop, you can use its companion software Image Ready. Swish creates affordable swf files. Using Javascript or other scripts may be better and certainly more affordable, depending on your needs.
Aye, as far as swish goes.. it really depends on how "flashy" you want to get.
One note about that 1st Page program.. I forget the name of the file.. but somewhere in one of the cab files is a file that will most likely show up as a virus. If you get this popping up just run a google search with the name of the file and you'll see that it ISN'T a virus at all. :)
