I am not sure where to post this. But I am having problems with the graphics download. Some do and others do not. I can't sesem to figure out why. It happens on all web sites.
I am usings Windows 98.

Is this happening while using Internet Explorer? You can check Tools > Internet Options > Advanced and under Multimedia, be sure that Show Pictures is checked. Did you test in another browser such as Mozilla? If so, do you have the same problem? Possible causes include Windows errors (could need Windows updates), browser settings or other software issues.

Do you have a firewall installed? Sometimes they block certain files when viewing websites. You did say the problem occurs when viewing websites and didn't mention email, so my first suspect is a firewall program. I have a router with a built-in NAT firewall, so I don't have that problem. But I recall a similar problem when testing firewall software.

As Yvette said, many of the software firewalls will block many images depending on their name, there are also some ad / popup blockers that will do the same. For instance, Norton Internet Security will block any graphic that has "banner" in it's name.

Win 98, 1.44Mhz with 16Mb RAM on a flakey dialup connection?.

Simple things:
Your cache can fill and stick. So some images aren't loaded. Dump your cache.
If your connection is slow the page 'times out' and some images don't get loaded. r-click the image placeholder (tiny box on page with red x in it) choose 'Show Image' and you should then see it. If that's happening you need more RAM.
