I currently run a site at www.neogeoforlife.com and www.ng4l.com. The site provides reviews and other info for games, and I was considering having some small video footage of the new SNK related games that come out on the site. However, these would drain my bandwidth considerably, so I can't put them up for direct download.
I've thought about doing the bit torrent thing, but I know powweb doesn't allow you to run a tracker on their servers (I take it this applies even if the downloads are all completely legal?), but am I ok to give links out on my site to a tracker hosted elsewhere that would have my files on? (again, providing all the downloads on that tracker are completely legal)
I just need to figure out some way of doing this that isn't going to cripple my site ;)

KazI think you'll find that isn't allowed - how are you going to ensure 100% legal content on someone elses site?

It would actually be my own site - just something hosted elsewhere, so I would have complete control over it. I know I could upload my own stuff to certain trackers out there, but as you say there is no guarantee that the content there would always be legal.
