No clue about this SQL stuff

I'm a moron, how do I use this? All I want to do is run this "simple" banner rotation script. Sounds simple when it says "Using myphpAdmin or similar, create a database on your MySQL server." and "Upload the said sql file to fill your new database.
( Browse / Go using myphpAdmin )"

But I don't know what any of this means. :confused:

create a database from the billing tab in OPS, then create a user from the mysql tab in OPS.

go to https://phpmyadmin.powweb.com and use the user you created to log into the database. Click on your database name on the left, then when the page loads on the right, click the SQL tab. Click the browse button to upload the file.
