I would like to design a logo. Actually, I know what I want but do not know what software to use to build it. Since this is the only logo I will probably build I would like to keep the cost down. Any suggestions?

Generally any graphic tool will do the job, depends on what level of sophistication you expect to see. Some websites offer free tools, a search should turn them up.
free: MS Paint
moderate cost: Xara3D - http://www.xara.com/products/xara3d/
You may also find an online lite version of Xara3D for free use on some websites.

try inkscape (http://www.inkscape.org/) it's a free vector editor, which you can use to make great logos then import into photoshop or any other pixel editor to add details like shadows or gloss or whatever.
a great way to get going is to draw your logo out to some level of detail then scan and then bring into your vector editor to recreate. just lay the scan on one level then work off another.

Gimp is supposed to be a good, free program:

Photoshop, Paint Shop Pro and Fireworks are good, but expensive. All have 30 trials, I think.
