Site restart

Ok im getting very mad with my site and alot of it is very messed up.
Iwant to start over from scratch create the back up files and all that so none of this happens again.
Right now my back up files wont go past today?
On the powweb chat someone said delete all your files in the htdocs folder but not the folder its self.And delete all the files in the cgi-bin folder.
I want to try this but will i have to do any system back ups like i said they are not working ether.

What you can do is download all the files from your site to your local hard drive. (You really should have backup copies on your hd already). Then, delete the files in the htdocs directory, then start uploading to the correct files.
