A little while ago I discovered that one must pay 30 dollars activation fee to setup PHP. Now I cant find that window that I saw it in last time. Is PHP now standard and not an additional cost?
Also, why would powweb give free frontpage 2002 extensions but not free php. It doesnt make sense that they would charge for one and not another.

Please clear this up. I hope I am wrong in seeing that I must pay for php.

To clarify, PHP capabilities cost nothing and is included with your hosting. However, most PHP scripts require a MySQL database which does require a $30 one time setup fee. If you run a PHP script that does not require MySQL then there's no charge.
FYI, my previous host charged a setup fee AND a monthly fee of $15 for a MySQL database. (Valueweb)
To request a MySQL database just go to your Ops page:
http://ops.powweb.com
Log in and you can add and edit your host info.
