Sounds like you've bitten off more than you can chew a little too quickly. :(
PowWeb provides server space. How you use that server space is up to you. There is no one set of tools you "need"... it entirely depends on what you want to do with your site, what kind of site you want, and how skilled you are. Yes there are templates available but you don't have to use them. Think of PowWeb as a blank hard drive... you have the space, it's up to you what you put on there and how you use it.
You would be wise to pick up some books on beginner's website creation and start there.
In-general though you create HTML files locally and then use a mechanism called FTP to transfer them to your webhost. Some software includes FTP features (such as Nvu) while other people like to use a separate dedicated FTP program. Some people write their own HTML, some use programs like WYSIWYG programs like Nvu or even higher-end stuff like Dreamweaver. Depending on what sort of site you're looking for, you may choose to use a content-management system such as Drupal, Mambo, or Postnuke if you're aiming for a "portal" type site... all of which are files you just upload. Or if you're wanting to run a weblog, you can upload files to run one using any of the many options out there. Same for photo galleries, shopping sites, and pretty much anything out there. The possibilities are endless.... again, the "blank hard drive" analogy.
You have a lot of reading and learning ahead of you before you're going to have a website. Be prepared to sit down and study.

Thanks for that SRemick, appreciate the advice, i'm always one for biting off more than i can chew but thats just how i am :) .....and mostly is how i learn, i have done and am doing some studying but its always nice to have some instant help when one needs it and the help ive had on here as been so far has been of much more benefit to me, along with the reading i'm sure i'll do just fine :) your right tho there is a lot to learn and ive learnt a lot already but when something comes up that i dont get ...well i just ask , no matter how simple the task in hand sounds to other people, I also try to find out before asking the question, if i cant find it i ask on here ...saves me hrs of searching for the right information...which i am eternally grateful for :)
My site will be about selling houses both here in the uk and in the usa, this is my first website so i'm not at all skilled and i want to use a ready made template cos i'm not a designer and not at all arty.
Thanks again
Lincs
No need to be arty. In fact, most templates are poorly designed and difficult for the users of the web site. Simpler is better.
