When I signed up I had the option of a plan in which included 150Mb storage, 10GB traffic and so on.... Now my question is if Powweb supersized the package with 250Mb storage, 25GB traffic and so on does that mean I'm upgraded?

Or I'm stuck with the same plan?

Everyone is included in the upgrade. When Powweb upgrades the features offered, they are for existing and new customers alike.
