Try going up a directory (to your root folder).

Then right click on CGI-BIN folder, and reCHMOD it.

I accidently CHMOD'ed a folder incorrectly and that's how I fixed mine. Don't know if it will work on CGI-BIN directory. Have never done it there.

The only change that really took effect was the "renaming" of the folder. If you haven't already done so, chmod your cgi-bin folder to 755. IMMEDIATELY. Leaving it at 777 makes your site vulnerable to attack. Very vulnerable.
