Forwarding from WebMail = empty message body?

Using the "Forward" button within WebMail produces a new message with an empty body. The only information that is "forwarded" is the subject.

The recipient receives a message with the "FW: ....." in the subject, and no text in the body.

This can't possibly be the intended behavior? Anyone care to verify my findings?
