I live on the West Coast (Pacific Time) Any activity that I do is recorded 2 hours in the future (Central Time?) Is there anyway to have my domain reflect my local time zone?

That all depends on the application(s) you are using. Most applications have an option to offset the time or to select different time zones. If you are running your own custom php scripts you should be able to use the TZ command to set the time zone you wish to use.
Also, it should be 3 hours difference between your Pacific time and the Eastern time zone of the servers.
I'm a long time provider of free calendars to my site visitors and rather than use the server clock I've always used the visitor's PC clock that way all are happy with the date time visualized on the internet or on the downloading PC. :p
