Database is on mysql11.powweb.com
but when i click ( Administer ) server DB ( custsql-pow11 )

Whichever is true server DB?
mysql11.powweb.com
or
custsql-pow11

Tried a lot, but as there was no communication between the server and the config.php

thankscustsql-pow11 must be an internal name as custsql-pow11.powweb.com doesn't respond to tracert requests.

I wouldn't expect a direct reference to an internal name to be accessible with the .powweb.com section. Don't use custsql-pow11 use the one you chose in OPS, mysql11

Change/verify the passwords as well just to be certain.
