Site very slow loading?

Just tryin to figure out whats up with my site? It loads ./connect extremely slow, sometimes not at all. Seems like it only in the AM and evening time..7-am - 11pm? Late at night its fine; would this have anything to do with upgrades going on at Powweb?
I thought it was my ISP, but I connect fine to every other site I goto? Any info or insight would be great because this has been goin on for about a month.

Takes about 3 seconds to load, but otherwise it pulls up fine for me.

oh yes 3 sec maybe from the neighborhood, but not from europe
try tracert yourdomain.com in different times. very informative.

Thanks all..seems to be a little better today, might of had something to do with the cgi upgrades? I will keep and eye on it.
