Just looking for some general input on the layout.
I used CSS to create the "frames look" w/o using frames.

On quick review, I think it looks great. I have a big monitor and it all fits very comfortably. I checked it out at work on my cheap 15" monitor and it has some sideways scrolling and looked cramped. I think I would make your top banner a bit thinner. Try to get it looking good in 1024x768. Otherwise, I think it's real easy to navigate and there are no 'hard clicks'.

I agree with what has already been said. The top banner is too big and takes up roughly 25% of a 1024x768 screen. All the navigation buttons aren't viewable without scrolling down and your photograph is also cut off, I just see your eyes peering over IE's or Firefox's status bar. :)
The double scroll-bars are a real eye-sore.
The only problem I saw with the Opera (http://www.opera.com/) browser was that the navigation buttons were hard up against the browser window and not centered in the frame like you intended. You may not get any visitors using Opera so how much that matters is of course your personal preference.
I have to put in my 2 cents about the dual scroll bars. Really annoying. But then again you are using a bigger font which I can read w/o my glasses on. That's cool.
Don't know if you really need the time and weather on your homepage. Anyone who's going to attend your church will know what the weather is like outside. ;)
I like the simplicity of the design. It gives me the idea that the church would be a nice homey place to go with easygoing people.

There's a lot of room for improvement, but as it is, the site's functional and the layout's decent. About the dual scrollbar thing: I suggest not using that. I used to do that a lot, but found that it's kind of difficult to do correctly. Right now, what I have to do on your site to read the Pastor page is scroll down using the main scrollbar, then read the text using the inner scrollbar, then scroll down more using the main scrollbar before finishing reading the text with the inner scrollbar. It just complicates things too much.

Why frames (or the framed look in this case)? That's what was requested.

(I am a member, not being paid to do this site, not all design choices are mine....) : )
Double Scroll Bars : Agree, on the larger pages they are hard to deal with... I don't want to drop the bottom banner though ...Any suggestions?

If you have to have the double scrollbars, make the content area small enough that it fits on the page without scrolling, so like a height of 350px or 500px.
