The main site is PHP-Fusion-based and the forum is PHPBB, so it's hard to comment on the site as a whole. However, a few things about the main site:
-Use a title other than "PHP-Fusion Powered Website".
-I don't see a banner. I suggest using one to help give your site a sense of identity.
-The shoutbox extends way beyond the rest of the main page content. I suggest shortening it.

Other than that, both PHP Fusion and PHPBB seem to be easy-to-use pre-structured layouts, and there's nothing horrendous about the color scheme (which is the most common way people mess up these kinds of sites), so your site looks fine.
Now, about the Library:
-Red on gray text is really really bad. It's actually easier to highlight all the text and read it like that than try to read it normally.
-So is blue on gray text (referring to the link on the page)
-The pulsing header is annoying
-None of the flash content displayed correctly and I don't know why.

I like the logo banner on the forum. The blue and green logo on the main page reminds me of the musical frogs novelty item I bought for my sister many years ago. It had 5 plastic frog musicians on a plastic stage and they would move together to the music.
The contents don't appear balanced visually, partially due to the limitations or design of the php-fusion CMS. There is space under the first column of News where the last item in the second column may fit. There is space in the margins under the current contents that could have something such as images. The page fits 1024x768, but it probably scrolls horizontally in 800x600.
I tested the shout box. Consider using an image verification script to reduce automated spam. Or perhaps only allow registered users to post. There is currently spam in your shout box, not including my post. The color of the names on that background color doesn't have enough contrast.

http://musical-frogs.com/faq.php gives 404 page not found error.
I'm sure your users will comment on the contents of the website.
