The side navigation showed up then disappeared off the page when entering the English version of the site. But it does show up on the Espanol version. That's the only thing I see wrong with it. Looks good to me just need to fix the navigation for your English version of your site.

I really like your layout, very clean.
If I had to complain about something, it would be that the background of the page is an off-white color (In FireFox, anyway), but the buttons, images, etc. all have a white background. It's only a minor difference, but it has an impact.
Really good work, very simple and elegant.

You seem to have four main elements:
-The banner in the top left
-The content in the middle
-The nav on the right
-The bar at the bottom
They look fine individually, but there doesn't seem to be anything relating them to each other. It seems very scattered. I'd suggest finding a way to make them look more... cohesive. Moving the nav beneath the banner would probably make a big difference.
I'm also not a fan of splash or entrance pages. I'd try to find a way to combine the Spanish and English homepages, and on there have the option to choose your language. Or, if you think the majority of your visitors will speak a certain language, set that as the default and put an option on the pages to switch to the other. It might also be nice to keep track of the user's language preference with cookies.

I agree with above poster, theres no cohesiveness, although maybe if you move the banner up to the same column as the main content in the middle you could save a lot of areas
i really like everything else though it's very neat and clean.

First, I am not a fan of intro pages. They don't offer much information for search engines or visitors. This one only offered a logo and the choice of English or Spanish. This page could be eliminated by choosing one language as the default, but include the links to go back and forth between the two languages. If found by search engines, most people would miss the intro page anyway.
The logo is in the top left corner, which is normal, but the changing page contents start next to it instead of below it. That seems odd to me. I would have placed a slogan or contact information next to the logo.
The navigation menu appears on the left. Most people read from left to right. English and Spanish people, your target audience, does. I almost didn't notice the links as they normally appear on the top or the left side of the web page. If they appeared vertically below the logo, it would look better.
When viewing the source code, there is a lot of Javascript and there is an external CSS file. The menu links do appear in the main code, but the links look too much alike for search engines.
inicio.php?modulo=busqueda.php is the index.php with a query value for the module. To a search engine, each link looks like the index page and the other pages may fall into Google supplemental results or ignored. You can use php or .htaccess to rewrite the URLs to be more search engine friendly by replacing ? and = with / each time.
