help: how to cancel new account ?

In order to cancel an account at Powweb you need to phone billing/support and request cancellation. You can't cancel via chat or e-mail, it has to be done by phone if you're in the US or Canada.

i don`t have phone to conact them
i just join yesterday and want to cancel it what shall i do in this case pls can you help me i relly want to cancell this account

You will need to contact support@powweb-inc.com who will initially tell you to phone!

Use the OPS support contact system to tell them that you wish to cancel, that you're unable to phone as you're outside the US or Canada (tell them where you are).

You will be charged for the 'included' domain name if you chose one. You may also find that you pay twice for the currency conversion to your Credit Card company. Once for the initial payment and again when it is refunded in $US - think about how much all of this is going to cost before cancelling. After such a short time is it worth this cost?

I gave the e-mail address, but that route won't be a good way to do it. Use the route via OPS.

Use the system within OPS - this is the best way for cancelling the account if you're not in the US or Canada.
