We have an HP OfficeJet 7130xi connected to our computer.
This all-in-one contains a fax machine.

We get a lot of junk faxes. To avoid wasting paper, we would like the ability for the fax machine to save all incoming faxes to our computer (preferably as a PDF or Word document, but a high-quality TIFF would also work) instead of printing them. Then we can only print the faxes we need.

HP's support says they do not support this option. Is there any (preferably free, but we are open to suggestions) third-party software that would work with this machine to do what we want?

The computer is running Windows XP Pro.

The best way that I could think is put a modem in the computer (if it doesn't already have one), and then set windows to receive faxes. This way, you are completely bypassing your fax machine, and saving faxes directly onto your computer..of course, you can print them out later if needed.

Here's the KB article to set XP up to receive faxes: http://support.microsoft.com/kb/306662

If you have any other OS (another version of windows, linux, etc) i'm sure there are equally easy ways to set this up.

I've done the above as I tossed my fax machine out a couple years ago. I did it a little differently though because other folks in the house needed the ability to send/receive faxes from their PC's and we have one line.

I set up a Windows 2003 server (loaded on a old EMachine PC) and made it a fax server/print server. Everyone on the home network (wired and wireless) can now send/receive faxes through the fax server and all that junk that comes doesn't waste any paper.
