Nope. I just called, and got an automated message indicating it was open 7am-7pm Eastern.

That is strange. Billing was never 24/7 as far as I can remember. I agree that the KB should be updated in many places. Monday or Tuesday is probably your best chance, if it isn't a US holiday.

General billing can be handled by all support agents -- the billing team may need to do things like credits, adjustments, etc -- for those issues -- tickets will be escalated as required for action by the billing team (there are some billing team members available 24/7 handling ticketed escalations) -- But, like any place, some who handle the actual banking and those who may need to approve or investigate something out of the ordinary, may keep more traditional office hours....

How do I discontinue my account?
Answer/Solution
In order to discontinue your services we will need for you to contact our billing department at 866-476-9932 or 902-367-3369.

Our billing department is available 24/7.
So is the answer here correct? My understanding was that you need to phone to cancel unless you're an International customer when procedures vary slightly.

Based on another post, I believe Librarian has moved his site to a new host and is probably looking to cancel.
