Do I have something going on in my system? My current packets sent stands at 22,000 and climbing where as my Packets Received stands at only 22. What gives? Is there a program out there that monitors what is being sent and what is sending it?

you may be able to find a firewall that monitors outbound packets. It probably can't tell you what's sending it, but you can see where it's being sent to.
Alternately, if you feel more adventurous you can put in a packet sniffer and watch the packets yourself.
On a positive note, data "connections" require data to be traveling in both directions. IE, if you're spamming people it requires a 3 way handshake and some other tcp-level stuff. So your inbound packets would be going up too. You're doing some sort of broadcasting (probably) which is limited to your local LAN so it's unlikely that you're trojaned. But who knows.
