Credit Card Message

Hi, im new, i just bought the promotion package with a Credit card. But after submitting, they sent me an error: it says something about the transaction to be suspended, about some billing information to be confirmed... They give me some phones, but im from mexico so i cant call... do you know what is wrong? Has anybody had the same problem?
