why powweb dose not support arabic

hi.i use joomla cms and have a issue.when some body searching a arabic word in my site i have 500 internal error.for example if i search "کوچه " in my site the url of my site change to this:
http://naztarin.ir/component/search/کوچه /?ordering=&searchphrase=all
and i have 500 error.it's not only about searching arabic word in my site but also fore example if i have a jpg file in my host with a arabic name when i want display it i have 500 internal error too.can powweb sold this issue?because <<name removed>> have not this issue.this site hosting by <<name removed>> and work good with arabic language in usrls.for example you can see this link prefectly http://www.namakala.com/Search.aspx?SK=کوچه

Joomla forum discusses URL problem (http://forum.joomla.org/viewtopic.php?f=544&t=301486). Make sure you have the latest version of Joomla installed that is compatible with your language pack. Also see Joomla 1.5 does not show Arabic char (http://www.upgradejoomla.com/knowledgebase/joomla-1.5-does-not-show-arabic-char.html).

I realized that I may not have the full Arabic language pack installed for Windows on my computer since I don't read Arabic. You may also need to update Windows as well as your web host software. There are different versions of Arabic and some work better than others. Try to find someone on the Joomla forums that speaks the version that you want.
