Domain - happypage.com
OPS user - opsuser
MAIN FTP user - opsuser
OPS pass - opspass
MAIN FTP pass - opspass
Can see entire site - [/] entered into FTP OPS Directory
Actual Directory HTML path http://happypage.com/
FTP client (Filezilla or cyberduck or...) host entered as ???????????
Other FTP User

Can see one directory and contents - [/ftpdir] entered into FTP OPS Directory;

I'm sorry - I'm not quite sure what you're asking.
In order to use an FTP client (such as filezilla) you can use either ftp://ftp.powweb.com or ftp://ftp.domain.com (where domain is replaced with your domain).
The standard access requires no directory name to be entered. You place your files in the htdocs directory (or sub-directories of that folder).
A second or subsequent user can be created - they can either be given full access or restricted to a subdirectory of root or htdocs, depending on the setup you wish to have.
If you use ftp://ftp.powweb.com in a browser it will prompt for a FTPusername and FTPuserPassword and should place you in the correct directory depending on the access allowed.

I am asking, given the directory, username, password listed.
What would be the correct syntax - path for a browser and common FTP clients.
The directory can be in root or htdocs according to your response.
My understanding is that the FTP user name has to be unique on the FTP server used by my domain.
And the FTP password has to be accepted with letter,number and punctuation included.
The server ftp04 (for example) is no longer used or needed in the path.
The tutorials, threads and FAQs I have found on Powweb are not very explicit or comprehensive.

correct - it won't work with ftp04 etc

They all look comprehensive enough to me.
Which particular client/browser are you trying to use? When I enter ftp://ftp.powweb.com into my IE8 it loads up my FTP client, and FireFox it asks for username and password.
