On the issue of "Anonymous FTP" ....
One way you could really accomplish the same thing would be to create a directory structure like /htdocs/ftp/uploads ../downloads; then go to OPS and create an FTP user who is only able to upload to the uploads directory and download from the downloads directory, then post the username and password on your main web page, and boom! you've basically got the same thing as "anonymous" FTP.
And, as with true anonymous FTP, your access logs will show you the IP address of everybody who goes there, anyhow ....
All you have to do is set your permissions appropriately and not give out FTP access to the rest of your website.
Somebody correct me if I'm wrong ....
