Is there anything you can do about email messages coming to "USA Homeowner@mail.powweb.com"??? I'm getting way too many of these and extremely tired of them.

There's nothing Powweb can do about messages delivered to your e-mail. Unless, that is, you can demonstrate that they are coming from a Powweb user, in which case that user would probably lose his or her account(s).

You could try to unsubscribe (are there instructions in the e-mails to do that?). However, that seldom works.

You could put a filter on your e-mail client to just trash messages from that domain or address.

Finally, you could complain to the sender's ISP.
