    I don't know how it's done in FrontPage, but in CSS you add the following to your body declaration:
    Code:
     scrollbar-face-color: #f0e68c;
     scrollbar-highlight-color: #ff8000;
     scrollbar-shadow-color: #ff8000;
     scrollbar-3dlight-color: #ff0000;
     scrollbar-arrow-color: #000000;
     scrollbar-track-color: #ffffff;
     scrollbar-darkshadow-color: #f0e68c;
    The color is not pink, but you can experiment using a color-picker.

    A few words of warning: This is not standards-compliant and only IE and Opera support colored scrollbars. They do not show in Firefox, Chrome, Safari, any iOS, Android, or other mobile browser. Also, as soon as you declare a DTD on a page, they return to the browser default color.

    Good luck,
    Kevin

    Changing settings in a local copy of Internet Explorer won't change the appearance of a web-site for others.

    Try reading here which may help you implement Kevins method directly on one page rather than as a CSS.

    The page I've linked to has a neat set of colour bars to help with colour picking.
